Overview
The City off Reedley annually levies and collects special assessments in order to maintain certain improvements (such as: street lighting, planting materials, irrigation systems, drainage systems, detention basins, open spaces and public pedestrian/bike paths) within the Landscape and Lighting Maintenance District (LLMD) No. 1 of the City of Reedley.
The District was formed on March 26, 1991 and annual assessments are established pursuant to the Landscape and Lighting Act of 1972, Part 2 of Division 15 of the California Streets and Highways Code. The idea is to achieve economy of scale by combining the efforts for all maintenance services within separate geographic locations (individually, “Zones”). A single landscape maintenance contractor provides most services and the contract is awarded and/or renewed annually.
LLMD funding is determined annually based upon several factors. Each Zone’s costs are determined based upon the landscape, lighting and amenities associated with the tract and costs associated with their maintenance. Costs are apportioned to the parcels within each Zone based on an equity-based formula. Each Zone is intended to be an independently funded project within the LLMD. Each Zone essentially receives that, and only that, which the property owners within the particular Zone fund.
The LLMD provides and ensures the continued maintenance, servicing, administration and operation of various landscaped and lighting improvements and associated appurtenances located within the public right-of-ways and dedicated landscape easements in various tracts annexed into the LLMD throughout the City. Each tract is identified within a distinct Zone with differing costs and benefits to the parcels within each Zone. The spreading of the improvement costs is based upon the total cost of the improvements within each Zone. Each property is assessed only for the cost of the improvements from which benefit is received.
The benefit formula used within each of the Zones in the LLMD may vary. The formula used for each Zone reflects the composition of the parcels, and the improvements and services provided, to fairly proportion the costs based on the special benefit to each parcel.
Expenses
Landscape Maintenance
Includes all contracted labor, material, and equipment required to properly maintain the landscaping, irrigation systems, drainage systems, block-wall fencing, and purchase and maintenance of pocket park furniture in the City rights-of-ways/easements and park parcels in the District. All improvements in the District are maintained and serviced on a regular basis. However, each property owner is responsible for the maintenance irrigation of the turf park-strip between the sidewalk and curb fronting their parcel. This item includes repairs to the improvements in the District. Repairs may include renovating or replacing landscaping and hard-scaping whether from normal wear and tear or damage due to vandalism, storms, etc.
City Park’s staff determines the frequency and specific maintenance operations required within each of the Zones in the District and the maintenance demands specific to the facilities in each Zone.
Street Trees
Includes the maintenance of street trees located within the park-strips, landscape buffers, and median islands within the Zones.
Street Light Electric
Includes the maintenance and costs to provide electrical power and service for streetlights within the Zones. Other electric costs include electrical power and maintenance costs for irrigation controllers within the Zones.
Administration Management
Administrative expenses for coordinating the LLMD services, overseeing operations and maintenance, response to public concerns, and accounting procedures associated with contracts, levy amounts, and collections. This may include professional service contract expenses for legal and engineering services for to the District. It also includes a County of Fresno charge for a per parcel administrative fee for placing assessment billings on the tax roll.
